[House Proposal] Monthly Timeline / Deadlines

I am proposing a Timeline / Deadline schedule

4th of the month: New Government takes office
11th - 15th of the month: President of the UK gives report on Status of the Nation
15th-16th of the month: The House of Commons is obliged to begin next months budget proposal
24th of the month: House of Commons is obliged to have passed a budget, if no budget is passed the in-game President gets an extra 2 votes, each governor an extra 1 vote to ensure passage of a budget.

If anything else needs to be added later we can propose an addition.

The purpose of this is to give clear timing to the obligations of the House for it to do its job in proposing a budget for the government to enact.

Yes, the timeline looks about as good as anything I could have come up with, so let this one pass and we shall await the 4th to see what the new government and budget will look like.
